TMO Highways Appoints Kirsty Shrubsall as Head of Responsible Business

Kirsty’s appointment marks a deliberate step forward for TMO Highways, strengthening how responsible business principles are embedded across the organisation and directly supporting our ability to meet evolving client and community expectations.

 

TMO Highways is pleased to announce the appointment of Kirsty Shrubsall as Head of Responsible Business, a new senior role that reflects the growing importance of ethics, sustainability, and social value across the highways and infrastructure sector.

A role created for a changing landscape

The requirements placed on highways providers have changed significantly. Public sector clients, local authorities, and framework partners now look beyond technical delivery and cost alone. They expect clear evidence of social value, strong governance, and responsible operational practices.

By appointing a dedicated Head of Responsible Business, TMO Highways is ensuring these priorities are led strategically rather than managed reactively.

Kirsty will be responsible for shaping and coordinating our approach to responsible business, bringing together social value, sustainability, ethics, and governance into a coherent, organisation-wide framework.

Strengthening social value in contract bids

One of Kirsty’s key areas of focus will be social value, which has become an increasingly decisive factor in contract bids.

Social value is now formally weighted in many tenders and plays a direct role in bid outcomes. Clients want to understand not only what will be delivered, but the wider benefits that will be created for local people and places.

Kirsty will work with bidding, commercial, and operational teams to ensure that:

  • Social value commitments are meaningful and locally relevant
  • Proposals are supported by credible delivery plans
  • Commitments made in bids can be evidenced throughout the contract lifecycle

This includes collaboration across Operations, HR, compliance, and Planning teams to ensure responsible practices are consistent, proportionate, and aligned with business objectives.

By centralising leadership in this area, TMO Highways is better positioned to manage risk, respond to regulatory change, and demonstrate accountability to clients, partners, and communities.
